In 2002, 113 people died of homicides in Oakland; 80% of the victims were African-American men. A relentless cycle of poverty, failing educational institutions, unemployment, and blight contribute to a high crime rate. Four year old Eric Spencer, Jr., points out a picture of his father in a newspaper that lists homicide victims and the details of how they died in Oakland. His dad, Eric Spencer, was shot on June 13, 2002. His was the 50th murder of the year.
